The Health System Specialist (Deputy Facility Telehealth Coordinator) works independently for the Connected Care section within Clinical Operations and Group Practice Service under the direct supervision of the Facility Telehealth Coordinator (FTC). Eastern Colorado Health Care System (ECHCS) expands the provision of patient care to various institutional and non-institutional settings, such as the Rocky Mountain Regional VA Medical Center (RMRVAMC), Community-Based Outpatient Clinics (CBOCs).

Duties

Duties, but not limited to: Program Development, Oversight, Audits, and Inspections 30%: Analyzes and evaluates, on a quantitative or qualitative basis, needs assessments for the development and implementation of future programs and the effectiveness of programs or operations in meeting established goals and objectives established by the VISN for the Office of Connected Care. Determines what Telehealth programs would be beneficial to the facility and the location(s) to efficiently incorporate programs to support Veterans. Plans and organizes the incorporation of a program, estimating costs, coordinating with staff and line management personnel to successfully implement. Analyzes and integrates program financial, technical, procurement and scheduling information. Develops policies and protocols for delivery of Telehealth applications. Develops, tracks, and disseminates, as appropriate, outcome measures, including clinical data, patient and travel costs, and patient and staff satisfaction measures. Identifies alternate partnerships and funding sources for expansion of Telehealth. Administration Operations and Management 25%: Handles the clinical and business functions, assisting with the day to day program operations and executing leadership responsibilities and innovative approaches for patient care management within the Telehealth program, ensuring telehealth objectives are met. Collaborates with FTC in planning efforts for program development aimed at improving service as needed to improve efficiencies. Strategically captures and analyzes data for needs assessment and program planning. Works with CACs for consult/order pathways and clinic activations and participation in meeting proposal. Initiates all Master Telehealth Service Agreements (MTSA) or Telehealth Service Agreement (TSA) in Telehealth Management Platform (TMP) and communicates with involved parties to ensure progress and expectations are met. Organizational Analysis, Studies and Special Projects 20%: Prepares monthly workload reports as it relates to Telehealth activities. Collaborates with VISN Telehealth Leadership in preparing monthly workload data for CVT, VVC, Store and Forward, and Secure Messaging. Assures the facility establishes and utilizes appropriate VHA workload reporting and data management systems for Telehealth programs. Monitors core quality and performance measures for all Telehealth programs. Works with the Business Manager to provide appropriate activity coding to all sites for consistent and appropriate workload tracking and reporting. Communicates and collaborates with the VISN, Office of Information and Technology, BioMed, and other technical staff in the development, implementation and operation of Telehealth applications with regard to technology and connectivity, which includes wide area network (WAN), local area network (LAN), and bandwidth issues. Actively stays abreast of professional and technical development in the Telehealth field and of current research on value of new technological approaches and communicates relevant information to all involved parties. Collaborates with the VISN Telehealth Program to maintain a current inventory of VISN Telehealth Technology including software and associated license. Ensures the planning and implementation of Telehealth installation procedures involving a variety of equipment, services and operating techniques are coordinated by working closely with the VISN Telehealth Program Office, local Chief Informatics Officer, Biomedical and facility OI&T personnel. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirement: Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan/ Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the basic entry qualification requirements, applicants must have specialized experience of at least 1 year equivalent to the GS-09 or GS-11. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to focus on significant points requiring management's attention and to analyze various data in order to provide management information. Knowledge of the principles and practices related to the management of complex health care delivery systems and the ability to apply this knowledge to solve unique management problems. Ability to interact with others and to deal with difficult situations in a manner that reflects positively upon the VA. Knowledge of wide range of administrative laws, policies, regulations, and precedents that apply to the administration of public programs. Knowledge of Telehealth programs comply with the requirements of the Health Information Portability and Accountability Act (HIPAA) and other relevant VHA directives and guidance e.g. VHA Directive 2002-042. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education or LL.B or J.D. if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to focus on significant points requiring management's attention and to analyze various data in order to provide management information. Knowledge of the principles and practices related to the management of complex health care delivery systems and the ability to apply this knowledge to solve unique management problems.
