Duties
Provides technical and project management expertise in a variety of software technologies, cloud platforms, and architectures to lead development teams, projects, and programs that deliver key capabilities to accomplish DCAA mission.
Performs integration with DoD enterprise solutions, analysis and modification to existing services and applications for conformance to standards.
Promotes the use of DoD Net-Centric Data Architecture, DoD Information Sharing Strategy, and additional DoD enterprises strategic goals and initiatives.
Drives critical technology initiatives and turn user needs into operating capabilities. Involves integration of programmatic, technical, systems engineering, business, schedule, and personnel elements of a project.
Work directly with stakeholders and development teams to define requirements, design and implement solutions.
Assist with developing, managing, and defending cost, scope, performance, and schedule through delivery of initiatives, products, or systems.

Qualifications
Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.
In addition to meeting the basic requirement, qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience includes: experience in providing technical and project management expertise in software technologies (e.g, C# .NET Framework, Microsoft 365 platform to include SharePoint Online, Power Platform and MS Teams), database platforms (e.g, SQL Server), and cloud platforms (Azure) to lead project teams that delivers key capabilities to accomplish an organizational mission. Experience working in an agile work environment (e.g. Scrum, Kanban, Extreme Programming (XP)).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Recruitment Incentive: A Recruitment Incentive may be authorized. This incentive will require a signed service agreement, as well as satisfactory performance and conduct. The service agreement will detail conditions of receipt and acceptance of the incentive and will be provided to new employees prior to entrance on duty. This monetary incentive will be disbursed within the first several pay periods after entrance on duty. Recruitment Incentives are offered based on agency staffing needs and budgetary availability.
Relocation Incentive: A Relocation Incentive of up to 25 percent may be authorized for this vacancy. This incentive will require a signed service agreement, as well as satisfactory performance and conduct. The service agreement will detail conditions of receipt and acceptance of the incentive and will be provided prior to entrance on duty. This monetary incentive will be disbursed within the first several pay periods after entrance on duty. This incentive is offered based on agency staffing needs and budgetary availability.
