Duties
Conducts routine inspections of various types of infrastructure.
Performs research and development, project engineering, and material testing/characterization in support of engineers and scientists
Develops detailed plans and perform complex tasks of broad scope with general objectives.
Duties will include construction engineering, explosive engineering, and field and laboratory testing of construction materials
Performs data analyses and documentation in cooperation with researchers.
Assists in preparation of reports using word processing, photo processing, computer generated graphics, and spreadsheet software.
Operates heavy equipment including forklifts, and backhoes, bobcats, and gantry cranes.
Flexibility and ability to multi-task at some level of independence is required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires heavy lifting up to 50 lbs.
- A valid State Driver's License is required in this position.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

This is a Direct Hire Authority (DHA) flyer to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the DE-1 (GS-4) grade level in the Federal service which includes: Technical work in construction engineering or explosive engineering; AND Experience in field and laboratory testing of construction materials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DE-01 (GS-04).
OR
Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project and this pay band includes the General Schedule grade equivalent to GS-5 through GS-07. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
