About the Position:
This position is with the U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), located in Vicksburg, MS.
Duties
Works under the general supervision of the Branch Chief.
Coordinates the development of statements of work.
Interfaces directly with relevant project stakeholders.
Proceeds upon own initiative to develop detailed workflows and carries out assignments to completion.
Receives assignments of program and project work with general statement of objectives and results expected.
Plans project equipment requirements and logistics.
Manages personnel requirements for projects and builds support sub-teams based on members’ abilities and personalities.
Keeps supervisor informed of all significant developments and confers with them for assistance, guidance, or concurrence in the solution of special problems arising.
Work is reviewed for conformity with controls and for achievement of satisfactory results.
Analyzes test data obtained and reports results, making recommendations and drawing conclusions as appropriate.
Prepares interim and final technical reports of work performed.
Reviews reports prepared by other agencies or others engaged in assigned portions of the related work.
Directs and reviews work of subordinates.
Responsible for knowledge and observance of all safety rules and regulations as applied to the work described.
Prepares cost estimates and progress reports.
Maintains a basic understanding of project funding/financial management, property management, acquisition, and other business processes.
Makes extensive use of literature and record material pertinent to the work and draws heavily upon own knowledge, experience, and judgment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a secret security clearance or access for the duration of employment.
- This position has a requirement to lift up to 40 lbs. in the regular performance of duties.

Specialized Experience
Qualifications:
To qualify based on your experience, your resume must describe at least three years of experience which prepared you to do the work in this job. Specialized experience includes experience in five or more of the following:
horizontal or vertical construction
land surveying
construction equipment operation
heavy vehicle simulator operation
explosives experimentation
instrumentation and measurement devices
test data collection
technical report writing
aggregate and pavement material testing
laboratory and field experiments related to geophysical, geotechnical or structural engineering research
high-speed camera operation and data processing
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DE-03 (GS-10).
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DE-04 grade level. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
