Duties

You will negotiate labor agreements using interest-based bargaining techniques. You will advise managers on provisions governing collective bargaining agreements. You will investigate charges filed by unions or employees to determine a course of action. You will review case documentation (e.g., evidence, records, precedent decisions) to ensure a case file is complete. You will align performance management programs (i.e., performance and awards) with organizational goals and objectives. You will brief managers and supervisors on performance management techniques (e.g., evaluation, feedback, recognition). You will respond in writing to employee, applicant, manager inquiries. You will partner with union and management officials to resolve problems on an informal basis.

Qualifications

NOTE: The following experience must be fully supported in your resume to be considered for each position. For the GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching applicable laws, policies, case law, and analyzing facts to advise management on employee relations matters; 2) Counseling employees on their responsibilities and entitlements related to discipline, performance management, and other employee relation issues; 3) Providing assistance on labor-management partnership agreements, bargaining unit status determinations, employee rights/privileges, laws and regulatory requirements, and appropriate representation; and 4) Providing advice and assistance to management representatives on the technical aspects of personnel administration during formal hearings, grievances, and appeals. For the GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing assistance on management and employee relations issues, to include but not limited to discipline, grievances, performance management, and counseling; 2) Advising supervisors about techniques for using performance evaluation and disciplinary processes as a motivational tool to improve performance; 3) Counseling employees as to responsibilities and entitlements in relation to disciplinary issues and performance management; and 4) Advising management on negotiability determinations and participating in negotiation sessions. For the GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising management officials on various types of employee relation regulations and their appropriate application; and 2) Advising on the personnel procedural and regulatory requirements governing Human Resources procedures. Education

For the GS-11:
Have successfully completed a Ph.D. or equivalent doctoral degree. OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR
Have a combination of experience and graduate education as described above that equates to one year of experience.

For the GS-09:
Have successfully completed a master's or equivalent graduate degree. OR
Have successfully completed two full years of progressively higher level graduate education leading to a master's degree. OR
Have obtained an LL.B. or J.D. that is related to the position being filled. OR
Have a combination of experience and graduate education as described that equates to one year of experience.
