Duties
You will analyze stated specification requirements to determine whether they are unclear, incomplete, ambiguous, or contradictory.
You will develop application software tests (e.g., unit integration, performance, user acceptance) to meet software or system requirements.
You will modify operating system software applications (such as GCCS-M (Global Command and Control System-Maritime), JWICS (Joint Worldwide Intelligence Communications Systems), VMWare and NetApp) to enhance existing systems.
You will use database administration and system interactions to provide systems administration to an organization.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 45/44/72 level II within 180 days of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to meet any applicable credentialing or privileging requirements prior to appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Analyzing file organization and data base structure taking action as required to eliminate deficiencies.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Determining the nature of the problem and referring related problems to appropriate action officer, e.g. program manager, contractor, communication specialist, data manger, etc.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Preparing briefings and attending conferences to present operational capabilities, limitations, and related information.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Implementing procedures to meet site requirements by configuring the computers subsystems and peripherals involved.
In addition to your experience demonstrating the four competencies above, your resume must also demonstrate one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
Identifying stakeholder requirements for information technology (IT) specifications needed in support of end user functional requirements.
Applying security patches and updates to servers and workstations in both test and production environment.
Testing information systems and technology performance at the operational and integration level.
Handling operating systems to ensure reliability and availability of services;
Managing system components (e.g., databases, software, hardware) to meet system requirements; and
Configuring and managing virtual desktop and server environments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
In lieu of the specialized experience requirement, you can qualify for this position by substituting the following education:
- Successful completion of a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
- Successful completion of 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
