You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC) for the NAVAL TRAINING COMMAND (NETC) sites EAST AND WEST, LOCATED DAM NECK, VA, CYBERSECURITY (N63) of INFORMATION TECHNOLOGY DIVISION N6.

Duties

You will advise end users in the implementation of information technology (IT) strategy, policy, and guidance. You will identify developmental and training needs of information technology (IT) employees. You will analyze information technology (IT) policy and planning issues to resolve problems. You will brief senior leaders on security threats and vulnerabilities. You will oversee the implementation of strategic plans to verify organizational procedures and guidelines align with cybersecurity requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • The incumbent participates in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
  • An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
  • The incumbent must obtain the required credentials within 12 months of appointment
  • and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of: (722) Information Systems Security Manager – Advanced For information, please review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Specialized experience must demonstrate the following: In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Managing all phases of cybersecurity to include the awareness, planning, reporting and compliance; 2) Overseeing system changes, organization change management, development of system level risk assessments; 3) Directing staff and coordinating operations for cybersecurity issues regarding security management, software, hardware, procedural, network, internet, data communications, and automated information systems ; 4) Overseeing compliance and regulations for Risk Management Framework; and 5) Utilizing knowledge of applicable laws, national, DoD and DoN regulations, directives and policies concerning information assurance and information systems security.
