This position is a Supervisory Information Technology Specialist and acknowledged expert in the Office of Research Services on IT operating systems and network operations. Duties
Serves as the recognized technical expert in reviewing and implementing operating systems and in planning, designing, developing, managing, and enhancing highly efficient network systems and operations for the organization.
Applies advanced expertise in IT operating systems concepts, standards, and methods, and in network systems management methods, including end-to-end systems performance monitoring, and network enterprise architecture.
Supervises the planning, design, management, and enhancement of network systems that support ORS and NIH programs and services.
Analyzes business strategies and operational processes, and identifies and develops cost-effective alternative solutions.
Plans testing/evaluation and installation of equipment to include commercially available hardware and software.
Supervises the staff in configuring, maintaining, and troubleshooting network operating systems, including computer hardware, communications systems, and application software.

Qualifications
In order to qualify for a Supervisory Information Technology Specialist (Operating Systems/Network)), GS-2210 position at the GS-14 level, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates all of the following four competencies:
1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; and
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; and
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND
1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: Overseeing operations and maintenance of an organization's Information Technology (IT) infrastructure; advising on procedures for the implementation of new/upgraded system, hardware, software, and Local Area Network and Wide Area Networks; resolving complex customer problems relating to operating network systems and IT infrastructure; managing design, development, implementation, and support of systems and networks; and providing supervision or direction to other staff and contractors in providing network services.
