The primary purpose of this position is: To serve as the Information Operations Resource and Acquisition Specialist in the USCENTCOM Operations Directorate, Information Operations (IO) Division performing Planning, Programming, Budgeting, and Execution for allocating resources required for the employment of strategic IO across the range of military operations.
Duties
Performs acquisition and contract management for Military Information Support Operations (MISO), Special Activities Programs, Joint Electromagnetic Spectrum Operations Program Elements and other Information Related Capabilities.
Serves as principal advisor for all contracting activities and provides technical expertise in identifying acceptable solutions to resolve contractual issues encountered during all phases of the acquisition process.
Conducts analyses and reviews budget and related information.
Performs budget formulation work for the CCJ3 involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years.

- Work may occasionally require travel (CONUS and OCONUS) from the normal duty station on military or commercial aircraft and may be required to travel to the USCENTCOM AOR.
- Must be able to obtain and maintain a Top Secret/SCI security clearance.
- Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year. The position requires availability for rotating one-hour recall 24/7 to respond to crisis action planning or work extensive hours.
- Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. May require operation in both field conditions and a combat zone.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

This position is Emergency-Essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of CENTCOM's AOR has been considered "War Zone" hazardous duty.
Lautenberg Amendment: Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge on the range of regulations, legislation, statutes, policies, and directives applicable Information Operations (IO), and specific to Military Information Support Operations (MISO), Operational Security (OPSEC),
Public Affairs (PA), Cyberspace Operations (CO), Special Technical Operations (STO), Space Operation (SO), Electronic Warfare (EW), Military Deception (MILDEC), and Special Access Programs (SAP); mastery knowledge of military Information Related Capabilities command structures, DoD, and Civilian agencies, including their policies, practices, strategies, capabilities, and organizational relationships; and practical knowledge of Federal, DoD, and Air Force procurement statutes, Executive orders, policies, MISO budget authority, and regulations to develop policies and provide guidance on all aspects and stages of the PPBE process.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services and commodities.
2. Knowledge of appropriated fund programming processes, practices, and procedures to justify and recommend budget submissions.
3. Knowledge of computerized budget systems.
4. Skill of analytical capability and be able to deal effectively with persons in other disciplines such as Program Management, Contracting, Civilian Personnel, Manpower, Human Resources, as well with personnel in industry and officials at higher headquarters.
5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
6. Ability to gather, assemble, and analyze data to develop alternatives, and make recommendations and the ability to explore and present fully the main facets of a policy or budgetary issue.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
