This position is located in the National Financial Center, Deputy Director, Administrative Management Staff, Security and Planning Office.
The incumbent serves as a Supervisory Security Specialist and reports directly to the Chief of the Security and Planning Office, Administrative Management Staff and is responsible for the safety and security of the National Finance Center's employees and facilities.
Duties
Serves as the supervisor for both the Physical and Personnel Security Teams.
Advises the agency's leadership on all security matters. Collaborates with law enforcement officials, managers, supervisors, and employees to provide assistance and guidance as needed.
Establishes regulatory and procedural guidance for the full scope of physical security operations. Conducts interviews, performs surveillance and inspections for security related matters.
Supervises others by planning, directing, prioritizing work, monitoring progress and meeting organization-wide goals.
Establishes regulatory and procedural guidance for the full scope of physical security operations and administers a comprehensive physical security program for the organization.
Evaluates the physical security equipment (camera and access controls devices) and makes recommendations to management as needed for procedures related to Physical Security Team operations.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-12 is required to be eligible for the GS-13.
Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50s will be accepted.
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: Displaying technical ability and knowledge of physical/personnel security and occupational safety regulations, procedures and practices, and help desk operations; Leading others by planning, directing, prioritizing work, monitoring progress and meeting organization-wide goals; Managing the Physical and Personnel Security Programs such as Enterprise Physical Access Control Systems (EPACS) and other Electronic Access Control Systems, and experience managing the agencies Homeland Security Presidential Directive 12 (HSPD-12) program.
