About the Position: Serves as a Supervisory IT Specialist (Network Services) for the Joint Activities Command at Fort Liberty, NC.
This position may be filled as Term Appointment Not To Exceed 13 months, if the candidate is not a current, permanent Army Employee. Position may also be filled as a temporary promotion or temporary reassignment NTE 13 months by a current, permanent Army employee and may be made permanent without further competition. This is an obligated position.
Duties
Serves as a Supervisor Information Technology Specialist (NETWORK) responsible for the telecommunications network/data/voice/video systems serving the global missions of the Command.
Serves as technical expert on the Command?s secure and non-secure Digital Switching System, Voice-over-Internet-Protocol (VoIP) system, telephony firewall system, and all other associated equipment servicing the Command.
Responsible for development, planning, programming, implementation, operation, integrated logistics support, configuration and life cycle management of video teleconferencing systems.
Plan and assign work to subordinates for mission requirements.
Performs investigations, analyses, and takes corrective actions affecting interruptions and/or equipment failures, interface problems, and interference problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with Sensitive Compartmented Information SCI access.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
- The incumbent may be subjected to short notice recall.
- The employee may be required to work uncommon tours of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays. Employee may be subject to recall situations during nonscheduled time periods.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time to various CONUS and OCONUS locations. This may require travel on military aircraft, ships, and vehicles.
- This position has been designated ?Mission Essential?. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This is an Information Assurance Workforce position. Incumbent must meet position requirements for certification at Level I in Information Assurance level within 6 months or less of entrance on duty.
- Position subject to one year trial period unless previously completed.
- A one-year supervisory probation may be required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1) Providing service for telecommunications and IP Networks; 2)Troubleshooting network, data, voice, and/or voice services required to interface networks; 3)Installing programs for secure and non-secure Digital Switching System Telecommunications Networks.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
