About the Position: Serves as a Resource Management Officer, with authority and responsibility to direct, coordinate, and provide advice and assistance to the Activity Manager and staff for resource management activities. Provides coordinated financial management, budget services, manpower/management analysis, program management, and Commercial Activities programs that are integrated with and designed to promote efficiency and economy in execution of the mission and programs.
Duties
Serve as principal advisor and technical expert to the director and key staff members on financial management activities.
Provide oversight regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, internal management controls, civilian pay issues, installation bank and credit union activities, budget and program matters.
Advise, justify, defend and brief resource strategy and status to ASA Manager/Deputy, Directorate Office, HQ IMCOM and other senior leaders.
Serve as liaison with installation resource managers regarding resource matters to transmit and implement Headquarters DA, IMCOM and the IMCOM Sustainment Garrison resource program policies and requirements.
Recommend policies, plans and courses of action affecting the Garrison resource management functions.
Investigate and resolve crucial funding problems, policy issues, and program elements affecting resource management functions.
Supervises a staff of 8 employees; provide directional guidance and advice regarding internal policy procedures and operational changes that will increase the effectiveness of the services and improve the operating tools of the program.
Plans and assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret Security Clearance.
- Must submit complete an OGE-450, Financial Disclosure Statement upon entry into the position and annually thereafter.
- Must obtain and maintain Level 3 Financial Management Certification.
- Business travel requirement of up to 5% of the time.

Specialized Experience: Your resume must reflect at least one year of specialized experience equivalent to the GS-12 grade level in the Federal Service which includes: planning basic concepts and policies of financial management in long- and short-range; performs liaison functions with Civilian Personnel Advisory Centers or Human Resource Departments; providing oversight regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, internal management controls, civilian pay issues, installation bank and credit union activities, budget and program matters; serving as liaison with resource managers from other organizations.
