Duties
The Administrative Analyst (Docket Management) performs a variety of work to support the Assistant for Rulemakings and Adjudications in the Office of Secretary and the Secretary in fulfilling the Secretary’s Clerk of the Court responsibilities. The incumbent assists the Assistant for Rulemakings and Adjudications in the discharge of the rulemaking and adjudicatory functions of the Secretary of the Commission, in developing and maintaining the Commission's official adjudicatory and rulemaking dockets and for determining content of the dockets.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
1. Ability to apply the administrative procedural requirements of the Code of Federal Regulations as they pertain to rulemaking and/or adjudicatory functions.
(EXAMPLE: Describe your knowledge, training, and/or experience that demonstrates your ability to understand the procedural requirements of federal regulations. Provide examples of the types of documents you have processed and your familiarity with adjudicatory and/or regulatory functions.)
2. Knowledge of rules and practices pertaining to the administrative procedures of regulatory and/or adjudicatory activities. (EXAMPLE: Describe your experience processing rulemaking comments or other documents, licensing or regulatory documents, adjudicatory filings, etc.)
3. Demonstrated proficiency with information technology applications and information tracking systems. (EXAMPLE: Describe specific experience, training, and/or accomplishments which demonstrate your knowledge of and ability to utilize computer-based system applications, automated information tracking systems, and document management systems (e.g., records management, electronic docketing, or litigation management systems) used to process, track, and maintain information. Describe specific software you have used (Microsoft 365 applications, tracking software, litigation management software, etc.) and for what purposes. Describe any experience establishing information tracking systems.)
4. Demonstrated ability to communicate effectively both orally and in writing.
(Example: Describe specific experience, training, and/or accomplishments that demonstrate your ability to communicate information and ideas, both orally and in writing. Describe the type of original writing you routinely perform(e.g., pleadings, memoranda, letters, reports). What type of documents, reports, or presentations have you prepared? Describe specific situations where you briefed management and/or staff, including type of subject matter and purpose.)
5. Demonstrated ability to establish and maintain effective working relationships with management and staff, coworkers, personnel of outside organizations (including other government agencies), and members of the public. (See examples below)

SPECIALIZED EXPERIENCE is defined as working experience that includes the following:
GG-09: Specialized experience equivalent to the next lower grade (GG-07) is defined as basic knowledge of and/or experience researching, reviewing laws and regulations associated with or related to rulemaking, adjudicatory, and/or regulatory matters. Assists in record keeping and tracking of rulemaking and adjudicatory dockets.
GG-11: Specialized experience equivalent to the next lower grade (GG-09) is defined as knowledge of and/or experience researching, reviewing, and analyzing a variety laws and regulations associated with or related to rulemaking, adjudicatory, and/or regulatory matters. Assists in the discharge of recording keeping, maintenance, and tracking of rulemaking and adjudicatory dockets.
GG-12: Specialized experience equivalent to the next lower grade (GG-11) is defined as demonstrated knowledge of and experience in researching, reviewing, analyzing, and advising on a variety of laws and regulations associated with or related to rulemaking, adjudicatory, and/or regulatory matters. Assists in the discharge of record keeping, maintenance, and tracking of rulemaking and adjudicatory dockets.
GG-13: Specialized experience equivalent to the next lower grade (GG-12) is defined as demonstrated substantial knowledge of and experience in researching, reviewing, analyzing, and advising on a variety of laws and regulations associated with or related to rulemaking, adjudicatory, and/or regulatory matters. Manages the discharge of record keeping, maintenance, and tracking of rulemaking and adjudicatory dockets.
