This position is part of the Office of Management, Department of Energy. As a Management and Program Analyst, you will be responsible for determining new contracting methods for the various information technology contracts implemented with the office; serving as the program team lead; and analyzing Executive Orders, rules, and regulations.
Duties
As a Management and Program Analyst, you will:
Serves as an analyst and/or advisor to management on the evaluation of the effectiveness of a substantive program and its operations or a key segment of a broader major mission critical program within a Department of Energy program office.
Develops, manages, and maintains assigned programming data/information systems.
Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
Additional duties are as follows:
Determines new contracting methods for the various information technology contracts implemented with the office.
Serves as the program team lead, assigning work, advising on program goals and objectives, and reviewing work products.
Analyzes applicable Executive Orders, rules, and regulations, and participates in the development of implementation of new requirements for the Department, as appropriate.
Services as negotiator between organizations to resolves conflicts during the directives development process.
Participates in the development of program policy and guidance for the Department and implements internal standard operating procedures
Requirements

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

- This position is included in a Bargaining Unit.
- Occasional travel is required for this position.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting ALL of the following:
Analyzing laws, regulations, external and internal policies, and processes to make recommendations.
Developing goals, objectives, and plans; ensuring they comply with operating policies and priorities; and
Assists negotiations within organizations/offices to resolve conflicts during the policy or directive's development process.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
