This position is located within the Medicine Service, VA San Diego Healthcare System (VASDHS) in San Diego. CA. Medicine Service is central to the VASDHS mission and functions playing a leading role in patient care, training and research. The Service provides and leads inpatient and sub-specialty medical care at the Medical Center in La Jolla and at Community-Based Outpatient Clinics (CBOCs).
Duties
Principal responsibilities include:
Serves as an evaluator, advisor and performance improvement advocate for the Service and the inter-service activities in which Medicine Service plays a role.
Functions as a resource and program analyst for the Medicine Service.
Serves as an advisor and consultant to the Chief of Medicine Service, Section Chiefs and Supervisory Management and Program Analyst.
Engages in high priority projects assigned by the Chief of Medicine Service and the Supervisory Management and Program Analyst.
Coordinates overall administrative duties and tasks of the Medicine Service Administrative Office in the absence of the Supervisory Management and Program Analyst.
Performs program cost analyses such as development of life cycle times, or performance of cost benefit or economic evaluations of programs. Independently conducts cost-effectiveness studies for clinical or administrative programs with service-wide and/or facility-wide impact. Considers all aspects of new or established programs, including pertinent studies, policies, objectives. workload models, resource estimates and utilization issues.
Develops procedures and systems for establishing, operating and assessing the effectiveness of administrative control systems and line or operating programs.
Evaluates processes, or makes recommendations for effective organizational changes.
Provides position management recommendations to the Chief of Medicine, Section Chiefs and Supervisory Management and Program Analyst. This includes providing advice on the distribution of workload among positions within the Service, and the skill mix or categories of employees needed to perform the work. Develops major proposals that involve comprehensive analysis prior to recommending significant changes in workforce distribution, positions and/or functional responsibility. Develops manpower utilization proposals.
Assists the Supervisory Management and Program Analyst with budgetary analysis and fund control point management. Monitors budget allocation and execution to ensure that clinical and program objectives are met. Monitors the use and rate of expenditure of allocated funds in assigned areas through a continuous dialogue with sub-specialty Sections and clinical areas within Medicine Service.
Assists with the formulation of new policies and procedures and revises existing Medical Center and Service-?wide policies and procedures as necessary. Drafts new and revised Medical Center Memoranda and similar documents that become official Medical Center policy upon review and concurrence of senior hospital leadership. Drafts responses to action items tasked through the Chief of Staff, Director's Office, VISN or V ACO. Prepares controlled correspondence and researches and provides written responses to patient complaints directed towards Medicine Service providers and employees.
Assists the Supervisory Management and Program Analyst in the personnel management of the Medicine Service. Performs the full range of human resource requirements, including, but not limited to recruitment, salary proposals, etc.
Uses MS Word or comparable word processing software to execute several office automation functions such as storing and retrieving electronic documents and tiles; activating printers; inserting and deleting text; formatting letters, reports and memoranda; and transmitting and receiving e-mail. Uses MS Excel or other comparable spreadsheet software to develop and change spreadsheets in order to graphically display data. Uses MS PowerPoint or other comparable graphics software to develop presen1ntion materials. Uses the Veterans Health Information & Technology Architecture (VistA) to information in the Medical Center Computer System.
Work Schedule: Full-Time, Monday - Friday, 7:30 a.m. - 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirements
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Proficiency: English Language Proficiency Requirement: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education and Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09. OR, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Specialized experience would include: Applying analytical and evaluative techniques to the identification, consideration and/or resolution of issues and problems; understanding of agency programs, policies, and objectives; understanding of contracts, budgets, and fiscal management principles; skill in written and oral communication. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
