This position is located in the Office of the Chief of Medicine Service at the VA San Diego Healthcare System. The primary responsibilities of this position are to analyze and evaluate data generated by the Medicine Service Sections, the Medical Housestaff and other assigned programs.
Duties
Monitors/Evaluates Program Data
Analyzes program data for the Medicine Service sub-specialties and VASDHS House-staff Education Program/House-staff Disbursement Agreement and other assigned projects/programs. Provides administrative and technical support to the Chief of Medicine Service, Prompts staff members to participate In and reviews input for cyclic reports or special evaluations. Incumbent ensures Medicine sub-specialty data and House-staff Education data is accurate. Incumbent prepares, analyzes and evaluates data; identifies discrepancies, make corrections, and makes recommendations to improve/assure accuracy and timeliness of future data input. The incumbent Is also responsible to evaluate data generated and produces meaningful reports based on the data analyzed. The incumbent must be able to comprehend, interrelate, evaluate facts, distinguish between causes and effects, understand fundamental problems, and be able to develop logical and systematic recommendations or solutions. Specific tasks may include collecting and indexing data, checking chronological records for completeness, and requesting data from Individuals Inside and outside the Medical Center.
Research and Analysis Work
Incumbent researches and/or analyzes problems, issues, or requirements associated with the VASDHS Medical House-staff Education Program NASDHS-UCSD House-staff Disbursement Agreement and other assigned programs/projects. Researches and/or analyzes simple/stable and complex administrative issues. Determines pertinent issues and collects relevant information from a variety of sources, Analyzes and evaluates data generated and produces a variety of narrative and statistical reports based on that data. Reviews information and applies standard analytical techniques, Develops recommendations or proposals. The Incumbent must be able to comprehend, interrelate, evaluate facts, distinguish between causes and effects, understand fundamental problems, and be able to develop logical and systematic recommendations or solutions.
Special Projects
The Incumbent plans and/or accomplishes special projects. Researches, collects, analyzes, Interprets and develops documentation for special projects involving administrative/support Issues Involving Medicine Service Inpatient care, Emergency Department, and medical specialty clinical programs and activities. Uses standard approaches to perform extensive research and compilation of data from diverse sources. Extracts and assembles Information, conducts analysis and develops reports or presentations. Provides administrative support in the analysis and development of training, resource and/or workload based special projects or plans for the Service.
Makes Arrangements for Training
Provides Information concerning House-staff rotational schedules and makes arrangements for House-staff training to occur, including obtaining1 developing, scheduling and coordinating audio visual equipment, speakers, conference rooms, attendee notification, and food service support. Provides information concerning training, prepares reports and related correspondence/documents, and helps facilitate administrative actions for Medicine Service programs and activities.
Performs Liaison, Communication
Acts as a liaison or handles the communication with persons and/or groups within and outside the VASDHS Medicine Service concerning the VASDHS Medical House-staff Education Program/House-staff Disbursement Agreement. Maintains liasion and communications with persons and groups from both within and outside VASDHS Medicine Service, speaking on behalf of the principal on administrative duties/actions associated with the VASDHS Medical House-staff Education Program/House-staff Disbursement Agreement or other assigned programs and activities.
Work Schedule: Full-Time, Monday - Friday, 7:30 a.m. - 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirements
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Proficiency: English Language Proficiency Requirement: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education and Experience: 1 full year of graduate level education orsuperior academic achievement.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative techniques to the identification, consideration and/or resolution of issues and problems; understanding of agency programs, policies, and objectives; understanding of contracts, budgets, and fiscal management principles; skill in written and oral communication. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have One (1) full year of graduate level education in a degree program directly related to the work of the position. Education at the graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. A combination of the required specialized experience and education listed above that when the percentage of each completed requirement is added together it equals at least 100%. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
