You will serve as a PHYSICAL SECURITY SPECIALIST in the Security and Facilities Department of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will assist in the development and implementation and advising as necessary on issues affecting access control at the Russell Knox Complex.
You will interpret and define general policy guideline, develop and implement specific guideline to meet installation requirements.
You will plan, coordinate and develop procedures for processing request for access badges for permanent party, visitors, and temporarily assigned personnel.
You will assist in developing strategies to resolve badging system application problems and perform routine system archival backups.
You will manage the Security Operations Center and the escorting of visitors to the facilities as required for business, maintenance or other reasons.
You will assist in the development, reviews, and recommendations of changes to security policies and procedures and implement new or modified policies and procedures and monitor compliance.
Requirements

- You will be required to possess and maintain a TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Prior to appointment will need to consent to and be subject to a Counterintelligence-Scope (CI) polygraph examination.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Developing, implementing, and managing security programs such as Physical Security, Antiterrorism Force Protection, and Emergency Management to protect critical infrastructure, information, personnel;
Assisting in resolution of difficult and complex security issues as required and facilitating and leading complex access control;
Planning, coordinating, and directing visitor access for VIPs;
Screening all personnel entering facility ensuring they are properly cleared and expeditiously processing when permitted unescorted access; and
Identifying potential systemic vulnerabilities and developing appropriate course of action to eliminate system weakness.

Education
In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent education, as follows:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
