This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Director for Acquisition (DA) and other Missile Defense Agency (MDA) senior leaders on all matters related to MDA Acquisition Management and Acquisition Oversight processes.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023.
As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:
Advise the Director for Acquisition (DA) and other Missile Defense Agency (MDA) senior leaders on all matters related to MDA Acquisition Management and Acquisition Oversight processes, to include executing the Policies, Instructions, and other Issuances that govern those processes.
Coordinate and engage with MDA Program Offices and MDA Functional Organizations in the development, coordination, and approval of acquisition strategies, to include but not limited to advising program offices and agency management on an acquisition efforts' integrated master schedule, schedule risk assessments, program cost analysis, long-range fiscal program planning, and/or commercial issues for key agency programs.
Work with leadership to identify and conduct special projects and/or process improvement efforts to determine the future course of MDA programs and the MDA acquisition management process by identifying and proposing new organizational structures, realignment of functions, and staffing levels.
Manage the Acquisition Strategy Panel (ASP) process, to include working with program offices and other stakeholders to ensure acquisition strategies align with the tenants, timelines, and approval thresholds governing MDA and OSD acquisition processes.
Engage in regular outreach with Program Office Acquisition Functional Leads to ensure broad awareness and synchronization across the acquisition workforce on MDA acquisition policies, products, and procedures.

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience with acquisition regulations, policies, precedents, and acquisition requirements for complex weapons systems and/or support systems. OR
Experience with program life cycle planning, program integration, functional baseline management, and acquisition and contracting processes and policies. OR
Experience with Researching, planning, developing and coordinating written communications and presentations on acquisition/program status to senior leaders. OR
Experience with customer relations in order to maintain good working relations and customer focus to coordinate personnel work activities in acquisition processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
