You will serve as a Procurement Analyst in the Government Purchase Card Branch (N101B) of MILITARY SEALIFT COMMAND.

Duties

You will conduct annual reviews of contracts and purchase orders within pre-determined categories based on dollar value, method of acquisition, and other factors. You will determine if contract administration was in accordance with established policies and regulations. You will identify trends for future actions, and provide reports to the Director of Contracts and Acquisitions Management. You will conduct internal contract reviews during various states of the contracting to improve the acquisition process. You will provide recommendation on how the acquisition process can be improved to meet or exceed customer expectations. You will publish informational material to inform, clarify, and explain regulatory and policy changes, and to note recurring errors observed during reviews performed. You will compile and distribute informational material to inform, clarify, update and explain regulatory policies and policy changes. You will review submission for accuracy and reasonableness and interface with management officials to discuss discrepancies, inconsistencies or interpretations of submission. You will serve as a functional area specialist for procurement automaton and conduct research, development and testing of procurement automaton techniques and procedures. You will analyze, evaluate, develop, implement, and maintain systems and procedures and maintain interfaces to other DOD and Navy manual and automated systems.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Acquisition Level II. Certification is required within 24 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and continuing education.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

GS-12 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience advising customers on the development of statements of work, requirements, and contracting approaches. Experience providing advice and assistance to others relating to contracting work and prepares correspondence. Experience examining, analyzing, and evaluating a variety of contractual actions of a complex, critical and/or unprecedented nature. Experience implementing ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices. Experience with ensuring successful contract completion consistent with the Federal Acquisition Regulation and its supplements. Excellent written and verbal communications skills. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
