You will serve as a CONTRACT SPECIALIST in the Contracting Department (N10), Ship Services Division (N102), General Services Branch (N102B) of MILITARY SEALIFT COMMAND.
Duties
You will serve as a Contract Specialist and is responsible for the effective and compliant execution of assigned contracting workload.
You will approve procurement objectives to be used and approves work statements prior to issuance; approves determinations and findings and solicitation documents.
You will executes the contract function so as to ensure that it is performed in accordance with the Federal Acquisition Regulation (FAR).
You will manage the research and analyses of issues and approves and signs correspondence to contractors.
You will review and approve the evaluation of proposed contract changes and deviations, making any necessary investigations and determinations, and approves or disapproves all such proposed changes.
You will execute contract functions to ensure it is performed in accordance with the Federal Acquisition Regulation (FAR), Contracting Guidelines.
You will respond to routine or ad hoc internal and external requests for information to include taskers and data calls supporting Branch, Division, Department, Command, and DASN-level management initiatives.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Occasional visits to industrial sites requiring protective clothing, with occasional visits to ships or contractor's facilities required.
- Frequent, short notice travel is experienced. Travel may require either government or commercial means.
Qualifications
GS-13
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in contract administration sufficient to understand and analyze complex functions, document contract performance, and close-out contracts. Experience in negotiation techniques to conduct contract negotiations and to meet and deal with high-level business, maritime, industrial and Government officials. Experience interpreting, regulatory and legal requirements applicable to the acquisition of supplies, services, and ship maintenance and repair. Experience in ship maintenance and repair procedures and requirements to provide guidance/advice to personnel either relative or immaterial to the branch.
GS-12
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in the use of negotiation techniques to conduct post-award negotiations. Experience in business and industry practices, sources of supply, cost factors and requirements characteristics. Experience and skill in written and verbal communications regarding contract negotiations and findings.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
