This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions. Program Executive Office Intelligence Electronic Warfare and Sensors (PEO IEW&S) delivers capability now through affordable and adaptable programs.
Duties
Serve as an advisor to the Program Executive Office (PEO) / Project Manager (PM) regarding the status, efficiency, or effectiveness of acquisition programs.
Provide financial advisory services for a major segment of the PEO / PM budget for one or more funding lines or type of funds.
Provide independent program assessments that serve as the basis for major milestone decisions.
Advise on Program Executive Office (PEO) program cost analysis, valuable annual/multi-year and long- range fiscal/program planning and contractual issues.
Develop a variety of PEO/PM correspondence i.e., orders, directives, reports, briefings, and directives.
Establish schedules for planning, coordination and accomplishment of work to facilitate the acquisition process.
Requirements

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field (Business Financial Management and Cost Estimating) within 60 months of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- One-year probationary period may be required.

Specialized Experience: One year of specialized experience which includes:1) utilizing the Program, Planning, Budget, and Execution System (PPBES) process to monitor current activities (i.e., budget execution, strategies and milestones) for acquisition programs; 2) implementing long-range fiscal planning for acquisition programs to include budget formulation and justification and and; 3) verifying policy and regulatory guidelines are followed throughout all phases of an acquisition program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11.
