These positions are located in the Department of Health and Human Services (HHS), Office of the Assistant Secretary for Health (OASH), Office of Minority Health (OMH), located in Rockville, Maryland and OASH Office of Regional Health Operations, located in Philadelphia, Pennsylvania. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. Duties

The incumbent will develop, implement, monitor, and evaluate assigned public health data, policies, programs and/or practices involving governmental and nongovernmental organizations at the community, State, tribal, national and/or international level. This is a career ladder position with growth potential to the Public Health Analyst, GS-0685-12/13 grade levels. Differences in grade level are based on the knowledge, complexity, and scope of work. Duties and responsibilities of this position include:

Requirements

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Working knowledge of public health methods and practices for addressing racial, ethnic, and/or tribal health disparities. Applying knowledge of public health policies, programs, and/or principles including community partnerships and/or program planning, implementation, or evaluation. Analyzing the health care needs of different communities. Collaborating in the development of written material (i.e., correspondence, reports, or presentations) related to a public health program. OR Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree in a field directly related to the position; or LL.M, if related. (You must submit transcripts) OR A combination of the required experience and education for this grade level. (You must submit transcripts) GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Applying knowledge of public health methods and practices for addressing racial, ethnic, and/or tribal health disparities. Applying analytical and evaluative methods and techniques to public health issues or studies concerning the efficiency and effectiveness of policies and/or program. Developing written material (i.e., correspondence, reports, or presentations) related to a public health program. Collaborating in initiatives and/or taskforce groups to accomplish public health policy or program goals. GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Applying knowledge of public health methods and practices for addressing racial, ethnic, and/or tribal health disparities. Designing and/or implementing methodologies for data collection, analysis, and interpretation of health outcomes of specific populations. Leading initiatives and/or taskforce groups to accomplish public health policy or program goals. Reviewing or leading the development of written material (i.e., correspondence, reports, or presentations) related to a public health program. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
