You will serve as a MANAGEMENT ANALYST in the PORT OPERATIONS of COMMANDER NAVY REGION HAWAII. The salary range for positions filled at the GS-07 is $48,567 to $63,137. The salary range for positions filled at the GS-09 is $59,407 to $77,226. A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary. COLA is subject to change at any time.

Duties

You will create spreadsheets, databases, or data analysis tools to manipulate large datasets for analysis. You will recommend improvements on workflow and process changes to facilitate effective or efficient processes. You will advise managers on a course of actions to accomplish program goals. You will analyze financial or budget information to determine program effectiveness. You will develop strategic plans based on information from performing quantitative or qualitative analysis.

Qualifications

FOR THE GS-09 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with review of budget trends for all financial elements; 2) Identifying new ways to improve reporting and scheduling to enhance collected data; 3) Evaluating the effectiveness of present methods and procedures to improve productivity of administrative and support functions; 4) Preparing long-range budget and short-planning to develop resource (staffing and funding) requirements; and 5) Organizing, designing, and maintaining content management for computer web sites, programs and system administration. FOR THE GS-07 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with review of budget trends; 2) Recommending improvements to business processes, work flow, and data collaboration; 3) Advising on organizational methods and procedures to provide administrative support services; 4) Developing administrative services management guidelines; and 5) Organizing, designing, and maintaining content management for computer web sites, programs and system administration. 1 full year of graduate level education
or
superior academic achievement
