Duties

Plans and directs overall coordination and execution of financial management requirements for ESI Directorate portfolio. Makes recommendations concerning any execution issues to the appropriate levels and advises the Branch Chief and portfolio Assistant Director on alternatives to achieving organizational, financial and manpower goals and initiatives. Performs all functions of a Team Lead to include but not limited to work distribution, balancing, and assignments for all team members. Advising and instructing personnel in financial execution, manpower requirements and strategies to meet organization goals and ability to make recommendations to management. Planning, programming, and budgeting organizational resources based on mission, workload, priorities, and leadership decisions. Managing the use of financial resources in the execution of the budget, including authorized fund distribution for mission and customer requirements. Executing funds as appropriate and analyze and monitor execution against approved plans and goals. Knowledge of financial systems and ability to extract reports and interpret and analyze data. Experience in providing advice, consultation and assistance to management and subordinates on financial regulations, policies, precedents, and techniques. Duties require the ability to formulate, plan, direct and lead a team associated with planning and execution of organizational business planning and resource management. Expertise in management of available resources and coordination with other support units, managing team personnel issues and applying policy guidance. Responsible for various phases of the Planning, Programming, Budgeting, and Execution process for customer reimbursable and direct funded mission programs; accounting; travel; time and attendance; customer agreements; and customer service. Serves as team leader in assigning work to employees on the team based on priorities jointly established with the supervisor. Reviews the work of team members for technical quality and provides input to performance evaluations. Advises, counsels and instructs team members on technical work matters, provides on-the-job instruction and recommends training courses and other developmental opportunities to meet employee and organizational needs. As team leader, may be delegated authority to approve a short period of leave. Resolves minor, informal complaints, but refers more serious issues to the supervisor. Participates with supervisor in workload planning and budgeting, and provides input to personnel management decisions (e.g. promotions, reassignments, awards, etc.). Spends at least 25% of time carrying out team leader responsibilities. Requires knowledge of and expertise in the General Fund Enterprise Business System (GFEBS) and other financial and information systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.
  • Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (GS-11 level) in the Federal Service which includes experience in one or more of the following areas: 1. Experience interpreting and expert knowledge in fiscal law; 2. Development and expert knowledge of the complete planning, programming, budgeting, and execution (PPBE) of multiple appropriations; 3. Experience with the General Fund Enterprise Business System (GFEBS) and other financial, business and information systems; 4. Experience in reimbursable funding requirements and customer agreements; and 5. Experience evaluating program effectiveness in terms of financial stability in order to meet organizational goals and objectives.

Education
