The primary purpose of this position is to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is limited to 36 months.

Duties

DUTY 1 Provides professional knowledge in the interpretation and application of theories, practices, methods, and techniques of accounting as a Command focal point for audit response. Responsible for providing professional management advice and information in support of the USTRANSCOM Working Capital Fund (TWCF) financial statement audit. Analyzes, examines, verifies, and maintains audit related documents and deliverables. Researches and staffs initiatives, data calls, standard operating procedures, and directives for Deputy Chief Financial Officer (DCFO) reporting. Monitors and presents analysis of audit data and trends to include progress against the Audit Roadmap and Integrated Master Schedule (IMS). Assists with development and monitoring of Notice of Findings and Recommendations (NFRs) and Corrective Action Plans (CAPs). Tracks and reports on audit performance goals. Provides recommendations and solutions for solving problems not specifically addressed via detailed guidelines and procedures. DUTY 2 Reviews new or substantially revised policy changes issued by higher authorities to determine the impact on procedures. Prepares written responses, recommendations, and implementation instructions as necessary. Reviews, comments and or/acts upon proposed legislation, Department of Defense (DoD) regulations, General Accounting Office (GAO) reports, Inspector General (IG) findings and Audit Service (AS). Develops, promulgates, interprets, and implements Federal, DoD-wide, and USTRANSCOM policies related to financial reporting, financial management, generally. Accepted Accounting Practices (GAAP), and Generally Accepted Government Auditing Standards. Identifies or develops necessary changes to policies and regulations that impact audit, financial reporting and financial management policies through meetings and correspondence. Provides accounting advice and assistance to management. Develops specific project initiatives, objectives, and goals. May serve as team leader for projects involving in-process reviews or examination of complex audit requirements. DUTY 3 Assists with audit related tasks and deliverables. Acts and/or makes recommendations regarding audit compliance to existing operating and reporting procedures. Compiles, prepares, and conveys information about audit response and remediation status of assigned organizations. Develops new methods or guidelines or develops material to supplement or explain guidelines/policies developed by Headquarters, the Department of Treasury, General Accounting Office (GAO), or Office of Management and Budget (OMB). Attends briefings, meetings, and/or working groups as a representative of the Joint Finance Center (JFC). Applies knowledge of processes related to performing financial audits in the government. Applies knowledge of the Financial Audit Manual issued by the Government Accountability Office and the President's Council on Integrity and Efficiency. Applies knowledge of statutes, policies and issuances that govern or otherwise affect financial reporting, to include OMB Circular A-136, OMB Circular A-123, and the Treasury Financial Manual. DUTY 4 Represents USTRANSCOM and the Joint Finance Center at a variety of DoD, Federal Government, Installation and functional area organizations. Assists with development of oral and written presentations for delivery to higher level officials on policies and developments within the audit areas of responsibility and expertise. Participates in briefings, training sessions, and strategy sessions with other staff and Service Components to convey information, resolve matters and propose changes to guidance or courses of action. Establishes, develops, and maintains effective working relationships with staff, Service Components, and other stakeholder organizations internal to DoD, USTRANSCOM and with private industry. Represents USTRANSCOM to a diverse variety of personnel both internal and external officials to include the Office of the Under Secretary of Defense - Comptroller, Defense Finance and Accounting Service (DFAS) and installation level organizations. Establishes, develops, and maintains effective relationships within USTRANSCOM. Meets with key personnel and coordinating officials to assess program goals, explain organizational policy and procedures and resolve significant problems that arise. DUTY 5 Utilizes and analyzes automated accounting systems and computer-generated products in accomplishing Chief Financial Officer (CFO) Requirements and achieving FIAR compliance. Assists with review of audit Provided by Client and Sample responses to ensure accuracy and completeness. Assures the documents are ready for IPA audits. Utilizes business system documents to perform ad hoc research FIAR tasks in response to shifting priorities.

  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • The employee may be required to travel on military and commercial aircraft. Work may occasionally require travel away from the normal duty station.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
  • This is an FM Level 2 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENTS/INDIVIDUAL OCCUPATIONAL REQUIREMENTS Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly accepted accounting methods, practices, procedures, regulations, policies, processes, and generally accepted accounting principles and standards (such as those gained from completion of formal professional accounting training) and knowledge of a wide range of accounting systems and related documents used to gather and analyze accounting information. Knowledge of DoD structure, programs and work methods for regulations, precedents, policies, and guides including DoD Financial Management Regulation 7000.14-R, Chief Financial Officer Act and OMB A-123, Appendix A, DODJ 5010.40, Manager's internal Program Procedures and current up- to-date FIAR guidance. Knowledge of USTRANSCOM Command processes and multiple financial disciplines including accounting, audit management functions, Financial Improvement and Audit Readiness (FIAR) office and Service Components. Skill in analysis and resolution of complex problems. Broad up-to-date knowledge of financial and accounting policies and requirements established by DoD, OMB, GAO, GASAB, Treasury or Congress to be able to provide interpretation and impact assessment on audit related issues. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
