About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Liberty, North Carolina.

Duties

Develop and provide written guidance on the accomplishment of administrative and management support functions in areas of responsibility. Develop, adapt, and/or revise policies and procedures, as needed, based on evolving programs and changes to higher level guidance. Collect, compile, and present statistics on manpower to the Director and senior managers. Serve as a senior analyst, principal advisor, and point of contact with higher headquarters and the Civilian Personnel Advisory Center for the DoD Performance Management and Appraisal System (DPMAP). Advises senior managers on the criteria for special and high level honorary awards by making appropriate award recommendations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee must obtain and maintain at a minimum a Secret security clearance.
  • This position is designated as non-sensitive IT-III for Information Technology purposes.
  • This position requires the employee to occasionally travel, up to 15%, (in the most expedient manner) away from the normal duty station.
  • The employee may be required to work overtime.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Call back and emergency duty are regular requirements of this position.
  • Must possess a valid motor vehicle driver's license.
  • A physical is required due to this position requiring employee to have the ability to discern colors, contrast, and depth.
  • Position requires lifting of 10 pounds.
  • The employee may be required to work shift work if the organization moves to a 24/7 operation.

To qualify based on your experience, your resume must describe the experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Advise Director and senior managers on civilian organizational management, civilian personnel actions, civilian manpower guidance, and civilian awards programs. Develop policy and guidance in the areas of management and human resources support. Prepare extensive written documents and associated forms for special and high-level honorary awards for the Director. Conduct improvement studies for optimum utilization of resources. Request civilian personnel actions using appropriate methodologies and processes. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education, or LL.M., if related leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration/ Business Management, Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
