This position is located in the Department of Health and Human Services, Office of the Assistant Secretary for Health, located in Rockville, Maryland.

Duties

Serves as an analyst and, independently or as part of a team, plans, manages, and/or evaluates large public health program(s), projects, and/or study activities. Manages complex public health contracts, grants, awards, and/or cooperative agreements. Serves as liaison, committee member, or similar point of contact with internal and external representatives.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Minimum Qualifications: GS-09: You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service that includes: Planning, Managing, and Evaluating public health programs and projects. Utilizing basic administrative functions regarding public health policies and practices. Utilizing communication techniques to conduct interviews with supervisors and employees. OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level. GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service that includes the following: Analyzing Public health programs laws, regulations, policies, and precedents to develop new or modified guidelines. Utilizing administrative functions to prepare responses to inquiries, project papers, reports, proposals, and policies. Utilizing communication techniques to present findings and deliver briefings to dispute recommendations. OR three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in public health or other field of study with course work directly related to the work of the position; or a combination of the required experience and education for this grade level. OR Specialized Experience:GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Utilizing qualitative and/or quantitative techniques to evaluate public health programs. Analyzing Public health programs laws, regulations, policies, and precedents to develop new or modified guidelines. Utilizing administrative functions to prepare responses to inquiries, project papers, reports, proposals, and policies. Utilizing communication techniques to present findings and deliver briefings to dispute recommendations. Developing public health program procedures. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
