This Program Analyst, GS-0343-14 MP is located in National Science Foundation. The primary purpose of the position is to conduct and coordinate advanced analysis and advice for issues for NSF's implementation of the various business functions within BFA, including budget, finance, grants and acquisitions, program performance, and policies for grants management and management of research infrastructure.

Duties

Program Analyst is responsible for a range of activities related to the assessment of NSF's progress in achieving its strategic goals and milestones through internal processes. As a Program Analyst, GS-0343-14 MP, you will perform the following duties: Participates and leads the coordination and development of NSF policy and guidance on program performance/improvement/measurement/management/reporting and efforts to fulfill agency requirements such as strategic planning, performance planning and reporting as a technical expert in the field. Leads reviews of OMB guidance on performance activities, advising BFA Front Office management on appropriate actions, and facilitates responses and/or activities, including obtaining the necessary input and engagement of other NSF organizations. Supports Office Head, Deputy Office Head and NSF staff to fulfill statutory and regulatory program performance reporting requirements including support of the annual Strategic Review process which includes furnishing expert advice. Establishes and sustains efforts to promote internal communication and awareness of NSF's performance activities, including serving as liaison with internal organizations and groups as appropriate. Represents BFA, Office Head, and Deputy Office Head on the alignment of program performance with related activities (e.g., strategic planning, evaluation, program management, enterprise risk management). Deals effectively with other senior staff, both within and outside the Office to fulfill requirements of statutes such as the GPRA Modernization Act and the CFO Act, the Federal Acquisition Requisition, and 2 CFO Part 200. Briefs senior officials on emerging developments related to program performance.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in the Federal service performing process improvement activities to federal business and operations processes (e.g., financial management, contracts, technology, policy, grants management). Specialized experience for this position includes ALL of the following duties: Experience applying process improvement principles and techniques, such as problem definition, process mapping, or change management. Experience applying management analysis principles and practices to solve problems, plan and conduct data collection activities, and analyze data. Leading and managing process improvement activities through the analysis, modeling, redesign of processes, and communicating results. Experience with stakeholder coordination and management, including working with executives in a range of levels across an organization. In describing your experience, please be clear and specific.
