Duties

Responsible for the technical and administrative supervision of a professional, technical and/or administrative work to carry out the mission of the field office. This also requires managing work through subordinate supervisor(s) or leads. Responsible for program, annual budgeting and assurance of workload accomplishments. Ensures compliance of Diversity and EEO, Merit Systems Principles, Safety and Occupational Health, performance management, ethics, conduct and discipline. Makes resource management decisions on energy/minerals actions, oil and gas inspections, lands/realty operations using an interdisciplinary approach for the development and maintenance of conservation, protection and management of resources. Provides input to the preparation, implementation and conformance of land use plans/activity plans. Ensures that activities comply with land use plans and that actions meet mitigating measures identified in environmental documents. Advocates and helps lead the unit's commitment to automation by implementing the Bureau's automation and modernization lRM initiatives. Develops long range objectives and establishes guidance to ensure the use of automation in mission accomplishment.

Qualifications

Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. See "Other" section for additional information on 2017 Tax Cuts as related to PCS. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify at the GS-12, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: providing multiple-use and ecosystem management guidance to a group of professionals assisting with annual and long term project planning and budgeting processes in a multiple land use environment serving as a representative of an organization to establish and maintain working relationships with representatives of other organizations serving as an Interdisciplinary Team Lead implementing on-the-ground projects and policy matters related to multiple land use. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
