Incumbent serves as the Fisher House Assistant Manager in the South Texas Veterans Health Care System (STVHCS). Responsible for on-site management, planning, and operations of lodging. Accommodates families of Veterans and active-duty personnel receiving care at STVHCS. Also open to Veteran outpatients undergoing intense procedures with a family member or caregiver. Prioritizes a sensitive environment due to guests' stress.

Duties

The Fisher House Assistant Manager at the South Texas Veterans Health Care System (STVHCS) is instrumental in guiding the lodging program. Their role spans from leadership, influencing, and motivating team members to adapting their leadership approach as situations demand. In the absence of the primary Manager, they oversee all aspects of the Fisher House Program, including enforcing rules, supervising staff, and addressing procedural deviations.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. General Experience: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, are not required to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be rated on the following Competencies for this position: Accountability Leadership Interpersonal Skills Planning and Evaluating Preferred Experience: Previous Fisher House Work with 501(c)(3) Organizations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The duties and responsibilities of the position require mobility between various floors and rooms within the Fisher Houses and between the Fisher Houses and various other buildings at the hospital and San Antonio Campus. Average physical ability, dexterity, and strength are needed for this position. This includes preparation for open houses and special programs, moving/lifting of equipment (e.g. 100 cup coffee pot, boxes of donated items, up to 40 pounds, etc.). Although some of the work is sedentary, the employee will be walking, standing, bending, climbing stairs, and carrying some light items. The incumbent must be composed at all times while providing customer service to guests experiencing emotional and/or physical stress. The work involves normal risks or discomforts associated with an office environment which require normal safety precautions associated with offices, meeting rooms, classroom, or facility. The work area is usually adequately lighted, air-conditioned, and ventilated. Since occasional travel will be involved, the exposure to everyday risks and discomforts of automobile, bus, rail, and air transportation will also be encountered. The Program Specialist may be required to travel to conferences both locally and nationally.
