There are one or more anticipated vacancies for an attorney to serve as Assistant Counsel, Commander, Navy Installations Command (CNIC), located on board the historic Washington Navy Yard, Washington, DC. This is a non-appropriated fund (NAF) attorney position directly supporting the CNIC Fleet and Family Readiness (FFR) directorate (CNIC N9).

Duties

The CNIC FFR Directorate encompasses qualify of life programs, which include Fleet Readiness (MWR, Recreational Lodging, Food and Beverage Operations, Child and Youth Programs), Family Readiness (Work and Family Life, Counseling Advocacy and Prevention, Sexual Assault Prevention and Response, Navy Gold Star), Housing (Family and Unaccompanied Housing, Public Private Venture), Support Services (Finance, NAF Personnel, Marketing, Procurement, Training) and Navy Wounded Warrior Programs. CNIC Office of Counsel's primary practice is installation law, which includes business and commercial law (including appropriated and non-appropriated fund contracts); contract claims; litigation; installation law, community and legislative relations; civilian personnel law and labor law (appropriated and non-appropriated fund); environmental and land use law; real and personal property law; fiscal law; military community morale, welfare and recreation (MWR) and quality of life program support, and Ethics and Standards of Conduct, Freedom of Information Act (FOIA) and Privacy Act, and such other areas of law that may be required to support the mission of CNIC and the DON. The successful candidate will provide legal counsel and business advice in support of the Director and staff members of CNIC Headquarters FFR Directorate (CNIC N9), as well as to Regional OGC attorneys, and field Judge Advocate General attorneys in the full range of OGC practice areas as they arise with regard to the operation of the CNIC FFR Directorate's programs. This position requires an understanding and application of rules and regulations governing Non-appropriated Fund Instrumentalities (NAFIs); NAF personnel; management, accounting and use of NAF revenue; NAF contracting solicitation, formation and administration, as well as contracts or agreements with other defense or federal entities; acquisition, management and use of NAF property, and authorized appropriated fund support of NAF activities, whether provided directly or through the Uniform Funding and Management (UFM) process.

Qualifications

This NAF position will be filled at the NF-5 level under NAF pay setting guidelines. The NF-5 level is similar to the GS-13/14/15 levels. The grade level offered will be based on the successful applicant's qualifications, the needs of the office, and funding availability. To be eligible for selection at the GS-13 equivalent level, the applicant must have in excess of 2 years of relevant professional legal experience. To be eligible for selection at the GS-14 equivalent level, the applicant must have at least 3-1/2 years of relevant professional legal experience. To be eligible for selection at the NF-5 (GS-15 equivalent), the successful applicant must have a minimum of 5-1/2 years of relevant and applicable professional legal experience. Experience with NAF activities and instrumentalities, civilian personnel law, MWR, PPV, contracting and procurement, and child and youth programs, fiscal law, and Ethics and Standards of Conduct is most relevant to this position.

Education

The successful candidate must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
