The Telecommunications Support Analyst position is located in the Global Strategies and Negotiation Division (GSN) in the Office of International Affairs (OIA), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid.

Duties
As a Telecommunications Support Analyst, the incumbent is responsible for the Division's efforts to obtain and understand information relative to information and communications technology ("ICT") developments in the United States and foreign countries. The incumbent supports extensive and complex research projects to gather data about ICT industry activities in individual countries or regions and ensures that such information is readily available to senior staff. Accordingly, the incumbent possesses general knowledge of domestic developments in ICT and has an awareness of many international markets in which the Commission is interested. The information will be used regularly in support of GSN activities, including policy development, bilateral negotiations and preparation for international meetings and conferences. The incumbent obtains technical information from Commission staff and organizations such as the U.S. Department of State, NTIA, USTR, FTC, USAID and industry.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. GS-9 Candidates may qualify by education or specialized experience or a combination of both. A. Education Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR B. Specialized Experience-Candidates must have one year of specialized experience which is equivalent to the GS-7 grade level in the federal service. Specialized experience is defined as follows: 1. Experience researching international economic and competition policies, Commission rules, regulations and policies, as well as court decisions and communications developments in foreign countries.2. Experience handling special Congressional requests and responding to related urgent requests.3. Experience preparing and arranging agenda and circulate items.4. Experience preparing narrative and statistical reports and graphic presentations using a variety of computer software.5. Experience building relationships and communicating with various Bureaus/Offices across the agency. OR C. Combination of both education and experience. GS-11 Candidates may qualify by education or specialized experience or a combination of both. A. Education Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR B. Specialized Experience-Candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the federal service. Specialized experience is defined as follows: 1. Experience researching international economic and competition policies, Commission rules, regulations and policies, as well as court decisions and communications developments in foreign countries.2.
