Duties

If selected, you will join a fast-paced Human Resources (HR) team in a full Servicing Personnel Office (SPO). As an HR Assistant, you will provide administrative and technical support. Duties include: Serves as an assistant to the Human Resources staff providing clerical and technical support in the areas of recruitment and placement, classification, employee relations, employee benefits, personnel actions processing and other services for the district. Prepares and processes a full range of personnel actions to include those of an unusual, unprecedented, or are difficult in nature and special appointing authorities. Applies information and guidance from federal regulations, manuals, information systems, and other resources. Coordinates new employee orientation and benefits counseling. Maintains the Electronic Official Personnel Folders (e-OPF). Analyzes and resolves basic benefit and payroll issues. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.

Qualifications

GS-5: To be eligible at the GS-5 level, you must have at least one year of specialized experience equivalent to the GS-4 level; or four years of education above the high school level; or a combination of both specialized experience and education as explained below. Specialized experience is defined as applying standard rules, procedures and operations to provide administrative support, using automated office systems to manage data including but not limited to receiving data and retrieving data; reviewing documents for accuracy and completeness, reconciling errors, constructing and managing files and data logs; receiving, initiating, reviewing and processing personnel actions for accuracy, errors, missing information and discrepancies. Combined Education and Experience: Successfully completed post-high school education may be used to meet the total one year of specialized experience requirement equivalent to the GS-4 grade level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. GS-6: To qualify at the GS-6, applicants must have one year of specialized experience equivalent to the GS-5. Specialized experience is defined as performing the following types of tasks: reviewing using awareness of standardized human resources regulations, rules, and guidelines to answer routine inquiries; using human resources automated systems to process routine personnel actions or forms for recruitment, staffing, benefits, or compensation. GS-7: To qualify at the GS-7, applicants must have one year of specialized experience equivalent to the GS-6. Specialized experience is defined as performing the following types of tasks: using appropriate regulations and guidelines to determine the correct legal and regulatory human resources codes for personnel actions; using human resources systems to process actions; explaining basic federal employment policies and procedures to applicants and employees; using human resources automated systems to process personnel and payroll actions for recruitment, staffing, benefits, or compensations. To be qualified, you must type at least 40 words per minute based on a 5-minute sample with three or fewer errors. (A typing test may later be required.) Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
