Duties
This Human Resources Assistant position is located Phoenix Sky Harbor International Airport (PHX), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Assist employees in submitting required documents for processing a range of recurring personnel actions that include, but are not limited to, federal benefits programs and services: Federal Employee Retirement System (FERS), FEGLI, FEHB, and TSP.
In coordination with Human Capital Benefits and Retirements, provides advice and assistance on entitlement eligibility, requirements, and document submission.
Assist in preparation of case files for voluntary and disability retirement applications.
May serve as the program POC for Length of Service awards and Retirement Certificates responsible for receiving and reviewing incoming requests, coordinating supply orders, and providing responses to customers.
Assists with or conducts new employee orientation sessions to include ability to explain processes for accurate submission of benefits elections.
May serve as POC for various special programs related to retirement and benefits, including military service deposits or annual Benefits Open Season.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (E Band) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV- E Pay Band (equivalent to GS-7/8), you must have one year of specialized experience equivalent to the SV-D or GS-6 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Knowledge of coding to enter personnel data into a human resources automated system.
Experience in office software and programs sufficient to manipulate, export, and import data and to create and modify reports.
To qualify for the SV- F Pay Band (equivalent to GS-9/10), you must have one year of specialized experience equivalent to the SV-E or GS-8 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Experience in office software and programs sufficient to manipulate, export, and import data and to create and modify reports.
Knowledge of benefits forms, procedures, and requirements in order to process benefit documents.
Ability to use online HR resources to obtain information accessible over the Internet.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
