Duties
As a LOGISTICS MANAGEMENT SPECIALIST at the GS-0346-12/13 some of your typical work assignments may include:
Ensures all personnel and equipment are operationally ready to deploy in all operational environments and maintains support to the support elements of forward deployed elements of the Department and serves as the rear area support for national contingencies, maintaining continuity of supply and maintenance to the Department's forward operating elements.
Provides a worldwide operational logistic/technical capability to support WMD contingency responses under all operational conditions.
Ensures and constantly monitors required classes of supply, to include accessibility of weapons and ammunition to support rapid deployment.
Oversees all logistics readiness functions such as distribution management, material management, fuels and vehicle management, contingency operations, aerial port coordination, and weapons/sensitive items management.
Plans, coordinates, synchronizes, and executes cargo movement, including hazardous materials (HAZMAT) as well as sustainment tasks in support of contingency military operations for rapidly deployable forces.
Responsible for ensuring team are fully equipped to meet emergency recall varying from 6-96 hours from notification.
Develops/refines, or reviews technical systems designs, specifications and conducts mission analysis.
Addresses specified tasks and derives implied requirements for analyses.
Conducts analysis of alternatives to minimize the cost or time required to move goods and reduce the impact on the receiving organization.
Ensures department vehicles and watercraft are able to support mission.
Conducts reviews, analyzes and researches problems, interviews staff members to develop and execute technical upgrades for required equipment and vehicles.
Analyzes and anticipates requirements for these items and executes the span of support from providing budget input to requisitions to delivery.
Collaborates with military, civilian, and contract leads to oversee the overall daily operation for Building 1116 and 802 to include the DTRA Arms room, a Sensitive Compartmented Information Facility (SCIF), and a radiation source room.
Requires extensive coordination with DTRA's Environment, Safety, and Occupational Health (ESOH) Department, Safety/Security Office (SSO) office, and Fort Belvoir's Department of Public Works (DPW) and Provost Marshal's Office (PMO).
Responsible for shipping and receiving functions, which includes hazardous materials to both CONUS and OCONUS locations via commercial and military means, based on approved CONOPS from department leadership.
Serves as DTRA expert on WMD response logistical requirements.
Participates in reviews, conferences and working groups consisting of Office of the Secretary of Defense (OSD), Combatant Command, and Service personnel to solve problems and maintain up-to-date knowledge of public laws, executive orders, DoD and USG emergency response, procedures, policies, and doctrine.
Interfaces directly with Fort Belvoir installation command, Department of Energy, Nuclear Regulatory Commission, state and local governments and various DTRA staff sections for proper protocols and compliance concerning the safe operations of radiation sources both in CONUS and OCONUS, weapons, and safety of Building 1116.
Anticipates logistics requirements necessary to support the conduct of training using radiological sources and the safety and program requirements for the Department to possess radiological sources.
Plans and executes programs and projects to improve the effectiveness, efficiency and productivity of the Department within the context of the DTRA missions.
Responsible for ensuring the ability of Department entities to support time-sensitive, global operations.
Develops fiscally and operationally supportable plans for the Department's logistical and other contingency requirements and is responsible for their execution.
Provides input to ensure Department personnel maintain the ability to support time sensitive, global operations and training requirements involving highly technical equipment and other resources.
Participates in a variety of special projects, to include integrated product teams, DTRA workshops, and direct liaisons to coordinate for logistical requirements.
Participates in planning, coordinating and participating in OSD-directed, Joint Chief of Staff (JCS) and theater sponsored WMD emergency and contingency response programs and exercises associated with the interdiction of fleeting radiological/nuclear (R/N) threats, and recovery of U.S. nuclear weapons.
Provides program management support and assistance for training programs.

- Must be willing to spend up to (but not limited to) 90 days annually in temporary duty travel, sometimes on short notice, in the United States and foreign countries.
- Must be able to obtain and maintain a valid passport.
- Must pass a pre-employment physical prior to entry onto duty and annual deployment physical exams. Must meet the physical and medical requirements for deployment before and throughout employment.
- Must be capable of lifting and carrying, for short distances, loads up to 50 pounds, standing for long periods (8 hours), and be able to wear Personal Protective Equipment (PPE), including body armor and a protective mask.
- May be exposed to CBRN and hostile enemy threats. May be required to participate in the DoD Immunization Program. The work may require long hours in a field environment and under austere conditions.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience with the Management of property to include manipulation of databases and transactions to maintain property books and hand receipts involving geographically dispersed unit accounts of equipment and supplies.
Experience applying Financial Management for logistics programs to include authoritative and unsupervised preparation and tracking of budgets and forecasting future resource requirements.
Experience with the shipping of both commercial and military shipments.
Experience and training involving Hazardous Materials to include the shipment of Hazmat.
Experience managing a Government Purchase Card program with a minimum value of $300,000 involving multiple cardholders and approving officials.

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Experience assisting with the Management of property to include manipulation of databases and transactions to maintain property books and hand receipts.
Experience assisting with Financial Management for a logistics program, including preparation and tracking of budgets.
Experience assisting with commercial and military shipments.
Experience assisting with training involving Hazardous Materials.
