The primary purpose of this position is to apply the requirement of the plan, design, development, evaluation, and implementation of financial systems within DFAS and the Air Force.

Duties

1. Serves as project leader in the review, development, coordination of system design application programs, data automation proposals, and data projects directives on new or revised systems. 2. Incumbent compiles data and builds briefings that describe the requirements of FASAB in laymen's terms so senior leadership within the command can understand the requirements and what the changes towards CFO compliance will mean to their ability to manage resources in the command. 3. As a general accountant, provides qualitative and quantitative decision support to the decision maker by performing a variety of assignments related to administering accounting policy for managing funds. 4. Incumbent effectively performs the full range of financial management execution tasks to meet the need of the command on important, substantive national programs on a long-term basis. Additional Info: In this position, you will serve as the Help Desk and Reports lead for the Department of the Air Force (DAF) Working Capital Fund (WCF) Financials Functional Management Office (FMO). You will lead and guide complex IT modernization efforts in direct support of incorporating DAF WCF financial capabilities into the digital age. This position will provide valuable exposure to representing the customer and implementing the future of our Air Force Financial Management Systems. Candidate ideally views themselves as a data guru with a passion for IT modernization, has the ability to rapidly learn Enterprise Resource Planning systems, and enjoys working in a team environment that will re-shape the way Air Force captures data at the Air Logistic Complexes (ALCs).

  • Master's or advanced degree in Business Administration, Economics, Finance, or other related fields is highly desirable
  • Agile Software Development Certification(s) desired
  • This position has been designated as an acquisition position and is covered under the Acquisition Professional Development Program (APDP).
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)
  • This is a Financial Management Level 2 Certified position

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include; reviewing, developing, and coordinating financial system application programs; compiling and presenting financial data; and applying accounting, auditing, budgetary, and cost concepts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and expertise in accounting theories, principles, and techniques of functional systems design. 2. Expert knowledge of legislation and DoD, DFAS, OMB, Treasury, and other government agency requirements. 3. Intensive knowledge of planning, programming, and budgeting process and revolving fund concepts. 4. Skill in written and oral communication. 5. Ability to serve as expert in developing and installing financial and accounting systems. 6. Ability in developing accounting and budgeting policies and standards. 7. Ability to develop and lead teams in accomplishing command goals. 8. Ability to plan, organize work, and meet deadlines. IDEAL CANDIDATE: -Serves as the focal point for the stand up of the Help Desk and assists with reporting requirements to support IT modernization effort Maintenance Repair Overhaul ERP implementation. -Demonstrates change agent qualities that will support diagnosing and correcting technical problems and ticket escalation process when required. -Identification, migration and/or escalation of recurring technical malfunctions and problematic systems/processes. -Works in a multi-functional team setting to support successful implementation and sustainment of much needed capability and upgraded technology to the Air Force Depot Maintenance business processes to remediate technical challenges and progress improvement projects. -Strong oral and written communication skills with the ability to interpret laws, regulations, and policy associated to ticket triaging and correlate issues to the relevant stakeholder community in determining if a system change is needed or policy needs revision. -Identify and assist in development of the business cases that will become backlog refinement activities associated to the continued development of MRO in support of both logistics and financial operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
