You will serve as a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCES DEVELOPMENT) in the OFFICE OF CIVILIAN HUMAN RESOURCES TRAINING AND DEVELOPMENT CENTER of OCHR SAN DIEGO OPERATIONS CENTER. Initial consideration for this announcement is limited to the number of applications listed at the top of this announcement. Duties

You will develop solutions to and plans for meeting customers identified training needs. You will determine equipment, manpower, facilities and other resource needs. You will provide advice and guidance on the operation, capabilities, use and continued maintenance of the automated training management systems in use. You will employ software applications in the design of instructional materials for multimedia initiatives such as the development of computer based training. You will administer one or more major functional segments of the employee development program with significant populations, e.g. Navy HR technical training, benefits training, or other that is generic to many activities and Human Resource Offices.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Creating, distributing, reviewing and summarizing survey course feedback and critique; AND providing employee development principles and techniques sufficient to review comments on surveys and recommend changes in curriculum on various aspects of the employee development program or specific classes. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing training to employees on organizational work processes which affect the quality and service of a Human Resources (HR) program. Education

GS-11 In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

GS-09 In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree
