You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of CNIC FINANCIAL SERVICE CENTER.

Duties

You will effectively monitor program performance of CNIC GTCC IntelliLink by preparing and analyzing ad-hoc reports. You will ensure compliance with applicable policies by issuing standard operating procedures, communicating with Region leadership, and maintaining APC accounts. You will ensure the establishment of financial controls in Agency Program Coordinator (APC) and cardholder account profiles in accordance with requirements. You will serve as alternate Hierarchy Level 3/4 (HL3/4) for the Government Travel Credit Card (GTCC), the GTCC training manager, and the ItelliLink coordinator. You will manage the day-to-day management and monthly reconciliation of the CBAs. You will serve as the Commercial Billing Accounts (CBA) manager for Commander, Navy Installations Command (CNIC).

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) applying rules, regulations and procedures to a variety of complex travel scenarios; 2) certifying the accuracy of documents, authorizations/orders, claims vouchers, and payments; 3) reviewing monthly charges to the Fleet Card to screen for fraud, waste, and misuse; 4) resolving disputed procurements, billing errors, disputed payments, credits etc. with vendors. Education

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
