About the Position: This is an Army Acquisition, Logistics and Technology Workforce position. Incumbent serves as senior analyst and action officer for the directorate concerning budget/finance, contract execution, Functional Support Agreements (FSAs).
This position is subject to the NH-03 Non-Supervisory Journey Professional control point of the CECOM Control Point Policy.
Duties
Serve as senior analyst and action officer for the directorate, providing and coordinating a wide variety management functions.
Planning, analyzing, and reviewing major programs associated with mission and customer funded programs.
Monitoring and performing detailed analyses, program progress and utilization of resources.
Monitoring and tracking utilization of reimbursable and direct funds throughout the execution phase.
Serving as directorate primary point of contact to facilitate human resources programs and resolve problems
Assisting in execution of the directorate strategic human resources management program goals and other programs to support effective HR strategies.
Collaborating with personnel within and outside of the organization in order to develop business analyses/work products to meet organizational goals and objectives.
Assisting in the preparation of the Budget and Program Resource Review (BPRR), Budget Execution Review, Resource Reviews, and other budget reporting requirements.
Attending key decision making meetings, briefings and/or functional reviews
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Position is subject to a one year probationary period unless the appointee has previously met the requirement.
- Position has occasional Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.

Specialized Experience: One year of specialized experience which includes 1) providing Command level support in the areas of direct and/or reimbursable program planning, execution, evaluation, and financial management; 2) establishing program objectives, directing the preparation of and development of direct and/or reimbursable plans; AND 3) developing and preparing all deliverables related to the Command's future year planning or Program Objective Memorandum submission and/or reimbursable mission. Applicants must articulate meeting ALL areas of specialized experience within narrative content of the resume. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH-02).Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/HN-02).
CECOM is participating in an alternative personnel system known as the Acquisition Demonstration Project. The NH-03 pay band is equivalent to the GS-12, Step 01 to GS-13, Step 10, This position, is subject to an internal organization control point at the NH-03 Non-Supervisory Program Management control point of the CECOM control point policy and therefore pay may be set up to the GS-13, Step 5 level. Pay will be set between $94,199 and $126,949.
