You will serve as a PROGRAM ANALYST In the FLEET STRATEGY, POLICY, PLANS AND INTERNATIONAL ENGAGEMENT DIVISION of COMMANDER US FLEET FORCES COMMAND.

Duties

You will serve as the principal advisor and SME for the proper integration of Navy capabilities into planning efforts and associated Operational Assessment. You will review appropriate plans and develop assessment related products to support those plans. To include the development of Objectives, Effects, Support Criteria, Measures of Performance, Measures of Effectiveness, and associated metrics. You will coordinate and review operational planning performed by subordinate commands to ensure they are properly responsive to higher headquarters policy and guidance. You will participate in assigned Maritime Operations Center (MOC) Operational Planning Teams (OPTs), Operations Assessment Cell, and/or the Operations Assessment Working Group (OAWG) as required. You will generate Navy messages, brief books, draft orders and create presentations at the Flag/SES level.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
  • Overtime differential pay and/or unusual duty hours may be required.
  • This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting and coordinating operational assessments which supports maritime homeland defense, campaign planning, and/or defense support to civilian authorities (DSCA); Developing assessment collection and reporting requirement for use by various personnel; Identifying conditions, criteria, and indicators of each operational phase and in-phase decisive points; and Providing oversight and guidance to the operational assessments process.
