This position is located organizationally in the Office of the Quality Management at VA Greater Los Angeles Healthcare System (GLA) and functionally supports the Risk Management team. The incumbent directly supports Quality Management and reports directly to them for management and administration of medical malpractice tort claims including liaising between providers and the Office of General Counsel (OGC), disseminating Notification Letters, and managing associated records.

Duties

Provides personnel management and administration for the program with varied functions and activities with new changing requirements; Coordinates administrative review of clinical privileges for physicians and staff in compliance with Credentialing and Privileging; Prepares and maintains all submissions and administrative documentation related to human subject research associated with quality improvement, program evaluation, and research functions of a national program in order to evaluate new initiatives and progress toward program goals; Responsible for data collection, validation, interpretation, analysis, and reporting; Researches, interprets and analyzes health care policies, directives, regulations, etc. Determines the impact on Service operations, functions, funding, staffing levels, and resources; Participates in various planning, financial and operational committees and boards; Extracts data using a variety of software packages and data sources, and applies analytical techniques to develop recommendations for process improvement; and Performs other related duties as required Work Schedule: 7:30 am-4:00 pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program; experience planning, organizing, and developing studies or projects, making recommendations on operating programs and negotiating with others to accept and implement recommendations; and experience evaluating and making recommendations regarding health care delivery systems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: A Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree that is related to this position? NOTE: Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. A copy of your transcript is required at the time of application. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above. NOTE: Only graduate education in excess of the first 18 semester hours is creditable toward meeting the requirements when combining education and experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves a normal amount of sitting, walking, standing, and carrying. There is frequent use of a computer terminal and keyboard. Visits to departments, units, buildings and sites within GLA will be done routinely. The incumbent may be subject to stressful situations due to short turnaround times on assignments. Work Environment: The work is performed primarily in an adequately lighted and climate controlled office setting. The incumbent may be required to work in any and all area GLA as part of his/her duties; however, this would be temporary and related to the administrative needs of the position.
