The primary purpose of this position is to serve as resource manager and advisor to senior management on the effectiveness and efficiency of assigned
programs to include special projects and studies. To provide the organization with the services of management analyst associated with all personnel and manpower matters for 78 CEG and act a liaison with Civilian Personnel.
Duties
Performs the activities of the organization, complies with legal and regulatory requirements and meets customer needs.
Accomplishes workload established by managers, complies with short/long-term priorities, and adheres to schedules for completion of work.
Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.
Requires knowledge of the principles, concepts, policies, and objectives applicable to a program
or administrative area.

Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in serving as resource manager and advisor to senior management on the effectiveness and efficiency of assigned programs to include special projects and studies; to provide the organization with the services of management analyst to perform the necessary work associated with all personnel and manpower matters and act as liaison with the Civilian Personnel/Manpower Offices on such matters. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to resource management; sources, responsibilities, and means for providing assistance and advice to resolve resource management problems; and all aspects of resource management support.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize, and direct, mentor, motivate and appraise the staff of a small to medium sized organization.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
