The Chief Data Officer (CDO) reports to the Head of Digital Transformation (HDT), and is responsible for the Smithsonian Institution's (SI) data strategy, including Smithsonian-wide governance and utilization of information as an asset, via data collection, processing, analysis, mining, information trading, and other means.

Duties

The Chief Data Officer leads development of the SI Data Strategy for the Institution to include associated policies, guidelines, best practices, and an implementation approach to enable Smithsonian’s digital transformation, aligned with the Smithsonian’s Strategic Plan, best practices and federal data strategies and requirements where applicable. Spearheads Institutional efforts to manage data and data assets at every stage of the data lifecycle by establishing effective procedures, standards, and controls to ensure quality, accuracy, access, and protection of data, as well as managing information resources.Serves as a principal advisor to the HDT, Chief Information Officer (CIO), and SI leadership team on data and data governance and participates in senior leadership discussions on data topics. In coordination with the Office of the Chief Information Officer (OCIO), reviews the impact of the IT infrastructure of the Institution on data asset accessibility and coordinates with the HDT and CIO to improve infrastructure to reduce barriers that inhibit secure data asset accessibility.Partners with leaders across the Institution to ignite, connect, integrate, and facilitate organizational data strategies, data governance, and data investments across the Institution that accelerate SI needs to use, protect, disseminate, and generate data. Solicits and incorporates stakeholder feedback to continuously refine Smithsonian’s data strategy and implementation plans and advises on organizational data initiatives and plans. Works with organizational leaders to establish points of contact for roles and responsibilities related to open data use and implementation.Facilitates and spearheads external collaborations to accelerate Smithsonian’s data strategy, including other cultural institutions, government agencies, related industry, and academia. Collaborates with other cultural institutions, related industry and academia to identify existing and emerging technologies and data solutions that can support the Smithsonian’s mission.In conjunction with the HDT, partners with the CIO to inform development of a Smithsonian data architecture that enables the Smithsonian data strategy. Partners with the OCIO and unit leadership to identify strategic infrastructure investments and infrastructure integrations to support open data and automate data quality and data management functions. Partners with the Chief Privacy Officer and Chief Information Security Officer to foster appropriate cybersecurity processes and controls that both foster collaboration and sharing of data while appropriately protecting Smithsonian data.Partners with the Director, Data Analytics & Insights in developing a plan for increasing data maturity amongst employees, reviewing and enhancing Smithsonian’s annual performance reporting, and overseeing public metrics dashboards to further the Smithsonian’s Strategic Plan. Coordinates additional development of reporting products as appropriate.Engages employees, the public, and contractors in using public data assets and encouraging collaborative approaches on improving data use. Leads a Data Community of Practice to connect early adopters and aspiring practitioners to share best practices, explore next generation solutions, and balance an open data culture with a data protection mindset across organizations.

BASIC QUALIFICATIONS: Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four-year course of study in an applicable subject matter field. Applicants must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as demonstrated knowledge and leadership skills in managing a comprehensive data strategy and directing data governance activities for a large, complex organization, and building stakeholder partnerships to design, integrate, implement, and adopt data management solutions that maximize efficient and effective infrastructure approaches and mission outcomes. The applications that meet the basic qualifications will be evaluated further against the following criteria: 1. Demonstrated experience in conceptualizing planning and executing a data strategy, including data collection, processing analysis, mining, and information trading for a large organization. This includes partnering with leaders across an organization to connect, integrate, and facilitate organizational data strategies, data governance, and data investments. 2. Demonstrated leadership experience at the managerial level that includes goal setting, strategic planning, and problem solving. This includes formulating effective technical approaches to solve problems of exceptional difficulty, personally and substantially contributing to the solution; and includes interacting/collaborating with other organizations, agencies, industries, and academia where applicable.3. Possess interpersonal and communication skills in building relationships, trust, and credibility. This includes being recognized as an authoritative source of information and demonstrating your ability to effectively persuade and influence stakeholders and forming successful partnerships with a wide variety of constituencies (i.e., senior leadership and staff) across an organization. 4. Skill in leading and managing a multi-disciplined and culturally diverse workforce, including developing team-work and high morale; attracting, retaining, motivating, and providing guidance; and implementing EEO/Affirmative Action policies and programs for a highly performing team. This includes demonstrating your technical leadership skills in directing or participating in technical team activities, as well as examples of coaching and mentoring less experienced employees or colleagues; and initiatives that support diversity and inclusion or bring about cultural awareness within the workforce.
