You will serve as a MANAGEMENT ANALYST serving as the COR in the Conventional Prompt Strike (CPS) Program Office of CPS PROGRAM OFFICE.
The salary range shown in the announcement represents the full salary range of the position; however, the salary for this position may be limited to ($176,458, including locality) due this being a control-pointed position.
Duties
You will serve as an authority for matters pertaining to Program Office contract management for procurement with private industry and government activities for assigned acquisition projects.
You will coordinate contracting and technical issues that arise on contracts under their purview with the cognizant contracting officer representative and contract manager counterpart.
You will maintain documentation such as: contracts, modifications, correspondence, Contract Data Requirements List (CDRL), Memorandums of Understanding (MoU), that supports the streamlining of SPC1 processes.
You will develop contract requirements and develop and oversee supporting contracts and Other Transaction Authority (OTA) to meet program acquisition and life cycle support objectives.
You will perform acquisition planning and contract formation processes to include supporting new contract procurement efforts with procurement requests, Requests for Proposals (RFPs), proposal analysis, and negotiation support and coordination.
You will conduct studies and analysis to determine contract requirements based on new or revised legislation.
You will serve as a contractual expert responsible for assigned program evaluation studies and developing new methods and procedures to measure contract services accomplishments, results, and effectiveness involving the substance of key SPC programs
You will utilize knowledge of appropriations laws and various directives pertaining to funds usage, to further enable the correct planning and development of future acquisitions.
You will manage work and ensure that contracted efforts (execution phasing, FTE plans, material allowances, rates, funding plans, etc.) are in alignment with the allocated financial resources.
You will interpret and implement contract strategies consistent with available funding (Value for Money) and ensure requests for the application of approved/planned funding for contracted procurements are provided in a complete and timely manner.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 pay band or GS-13 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing knowledge of acquisition requirements to perform quantitative and qualitative analyses of contracting operations (e.g., performance, cost, schedule, Earned Value Management (EVM)) to measure program accomplishments and formulate improvements to ensure productivity and efficiency of acquisition program activities.
