About the Position: Personnel Security Specialist provides direct support to the DHA workforce and Human Resources Department, Directorate for Administration of a major MTF and affiliates regarding the Personnel Security Program and Information Security Program.

Duties

Reviews security clearance documents and related material for information for suitability of employment. Performs in-depth analysis and evaluation of investigations, security files and other information containing derogatory and/or sensitive information. Compiles security documentation, making recommendations of final security clearance eligibility determinations. Reviews information determining personnel?s security eligibility for access to controlled facilities and information systems. Maintains security systems and databases to ensure reporting properties are up to date. Maintains case files, making sure they are complete and accurate. Manages military and civilian personnel security information for the Medical Treatment Facility (MTF). Directs the personnel security Inspection program. Manages security information such as, classified and accountable documents, film, tapes and other related materials for MTF.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • Pre-appointment physical and annual physical required.
  • Work may involve occasional lifting and carrying of objectives weighing up to 50 pounds.

Specialized Experience: One year of specialized experience which includes examining security documents to determine the suitability of personnel, reviewing requests for security clearances and special accesses, requesting investigations from the appropriate organization(s), determining national security or agency information access requirements AND developing and implementing policy and procedures for the personnel security program within the agency. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Security Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Information SecurityOperations SecurityPersonnel SecuritySecurity Education, Training and Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
