You will serve as a MANAGEMENT ANALYST in the ASSISTANT NUCLEAR PLANNING MANAGER, NUCLEAR ENGINEERING AND PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will serve as the principle analyst to the Assistant Nuclear Engineer and Planning Manager. You will perform project management analysis work assignments that include surveys, audits, develop standardized procedures, define work flow and write instructions and directives. You will research information/historical data and recommend projections and improvement plans. You will screen all mail, establish and maintain files, and act as custodian of classified and sensitive material.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the GS-0343-09 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying analytical skills in developing, utilizing and effectively improving various management support systems. Experience planning, organizing, and conducting large numbers of various work projects simultaneously. Experience collecting data, developing and analyzing metrics, assessing developing trends, prepare briefings and recommend corrections actions. Experience arranging conferences, meetings and appointments that involve a wide range of agency activities. To qualify for the GS-0343-07 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience complying, issuing, and analyzing various reports and notifying organizations when they are delinquent in furnishing information related to reports. Experience gathering data, seeking information, conducting interviews, providing and explaining technical information. Experience using word and data processing programs to prepare various documents such as official correspondence, memorandums, reports, spreadsheets, and other general correspondence. Experience using various computer programs and software to generate/update graphs, charts and data. Experience using various types of office machinery. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-7

Successful completion of a one full year of graduate level education
or
superior academic achievement

GS-9

Successful completion of a master's or equivalent graduate degree
or
Successful completion of two full years of progressively higher level graduate education leading to such a degree
or
Possession LL.B. or J.D., if related
