The incumbent serves as the Administrative Officer for the Veterans Integrated Service Network (VISN) 4 Clinical Resource Hub (CRH). The position sits in the VISN 4 CRH Business Team under the direction of the VISN 4 Health System Specialist (HSS) Business Operations Director, who reports directly to the CRH Director. VISN CRH Employee can be associated with any duty station in VISN 4. This announcement is open only to current permanent employees of VISN 4 and subsidiary stations it supports.

Duties

Manages administrative operations of the VISN04 Clinical Resource Hub. Provides administrative support related to a wide range of subject areas to include: Human Resources, ADPAC duties, payroll processing, time keeping, personnel actions, leave, T&L Management, contract management, fund control point management, telehealth specific programs and policy, educational facilitations to support Hub operations, clinic support duties for CRH operation mangers. Oversees system flows of all sections of the CRH which is comprised of the CRH Director, CRH HSS and Business Operations Team, CRH Section Chiefs, Operations Mangers, Clinicians across all hub sections, and support team members for scheduling and administration of the hub. Independently coordinates and performs administrative duties delegated by CRH leadership and service line managers/supervisors. Attends committee meetings concerning areas such as staffing training, budget, etc. Implements timely responses to all actions required by the department supervisors and service line managers such as RCS actions, VACO directives, OIG actions, VISN Requests, director requests, or other work order request for the CRH. Works with the CRH Program Analyst to identify and build data sources and analyzing data as part of preparation of program status reports for review at all levels. Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of CRH operations in meeting the programs established goals and objectives. Represents and speaks on behalf of the CRH Clinical and Administrative Leadership at designated meetings. Prepares Standard Operating Procedures (SOP) with guidance from subject matter experts and with the guidance of CRH leadership. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday 8:00 am to 4:30 pm Travel: May need to travel for meetings and conferences Compressed/Flexible: not available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Grade Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; Managing budget activities; Assisting with contracting functions and managing procurement; Assisting with human resources function to include recruitment, position classification, performance, training and so forth Preparing correspondence, reports and presentation; retaining procurement records and reconciliations. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelor's level. GS-11 Grade Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Implement timely responses to all actions required by the department, supervisors, and service line managers such as RCA actions, VACO directives, OIG actions, VISN requests, director requests, or other work order requests for a department. Ensures necessary electronic medical record access is requested and tracked for completion for a variety of clinical and support staff with refined processes to ensure the most efficient completion occurs within the department. Oversees the full range of human resources requirements including assisting managers with projecting staffing needs Reviewing PDs and FSs for accuracy; coordinates performance appraisal activities, as appropriate, assuring compliance with timeframes as well as performance pay submission, writing position descriptions, developing job analyses, preparing performance appraisals and competencies Provides administrative support related to a wide range of subject areas, including human resource actions, ADPAC duties, payroll processing, time keeping, personnel actions, leave, T&L management, contract management, fund control point management, and telehealth specific programs and policies to support Hub operations. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
