You will serve as a PROGRAM ANALYST in the Technical Division (SP20), Navigation Branch (SP24) of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will provide timely and accurate response/support on actions including but not limited to ship messages and test procedures. These actions result in maintaining system reliability and accuracy while reducing negative fleet impact. You will provide program management oversight of currently deployed Navigation Non-inertial equipment and participating as necessary in technical investigations to ensure performance requirement are met/exceeded. You will manage line items in the respective Technical Engineering Services (TES) contract, coordinate activities requirements for and provide timely technical evaluation submittal and supports Contracting Officer's negotiations. You will serve as a Budget Package executor, coordinate inputs from branch personnel, and ensures submission supports command / branch milestones while meeting published budget guidelines for Board of Director's review. You will serve as Contracting Officer Representative (COR) providing technical liaison between the Contracting Officer and the Contractor and in the technical monitoring and administration of this contract. You will provide complex substantive management support services in key agency program areas for cost analysis, annual/multi-year/long range fiscal planning, or development of annual work-plan(s). You will serves as authoritative representative for the command at conferences, briefings, and meetings to solidify command/naval positions or to persuade executive management to accept controversial changes. You will manage resources for acquisition and support of navigation equipment, to include formal presentation of ships budget package to the SSP Board of Directors. You will serve as technical and programmatic lead responsible for the oversight of lifecycle support for the US and UK navigation program. You will coordinate and liaise with internal and external customers across a broad spectrum of government employees, military members, consultants, contractors, other government organizations, or private industry. You will plan and execute surface ship operations in support of various navigation and missile flight test operations. You will present/defend budget package to SSP Board of Directors. Coordinate efforts for planning of resources to branch's requirements.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing program management oversight of currently deployed and auxiliary support navigation equipment and participating as necessary in technical investigations to ensure performance requirement (accuracy, availability, and reliability) are met/exceeded. Serve as technical and programmatic lead responsible for the oversight of lifecycle support for United Kingdom ships navigation program. Manage resources for acquisition and support of navigation equipment, to include formal presentation of the budget package to the SSP Board of Directors. .
