This is a Direct Hire Authority (DHA) solicitation for the Army Research Institute for Behavioral and Social Sciences to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Human Resources Specialist (Lab Demo) and advisor responsible for supporting the implementing of ARI's alternate personnel system, the Laboratory Personnel Demonstration Project.
Duties
Serves as a consultant/advisor to the Director, Performance Management Board (PMB), Chief, Research Support Unit, and supervisors on human resources functions.
Manage project timelines and execute project goals to ensure successful and timely administration of the performance management and appraisal system.
Develop lab demo related guidance, training, and statistics, and represents Army Research Institue in meetings, conferences and workshops pertaining to Human Capital initiatives.
Serve as a liaison with various Civilian Personnel Advisory Centers and resource management personnel on matters relative to personnel actions.
Ability to communicate orally and in writing to advise management, internal and external personnel on human resource matters.
Plans, develops, and issues definitive implementation guidance, policies, procedures, and milestones relevant to the ARI Lab Demo.
Analysis involves research, study, and the drawing of conclusions which may indicate trend or potential procedural improvement.
Draft and develop new policies as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may or may not proceed to the GS-13 equivalent performance level depending on organization performance needs and actual job requirements. Salary control points may be implemented.
- Must obtain and maintain a Secret security clearance.
- Position require that the incumbent periodically travel, approximately 25% of the time, sometimes on short notice.

Specialized Experience: One year of specialized experience which includes: advising, planning, and organizing in areas of organizational effectiveness to include preparing a variety of narrative and statistical reports on program status, identifying weaknesses and problem areas that influence program goals and recommending appropriate course of action as well as experience dealing with HR strategic initiatives in the area of recruitment/retention strategies and assessing alternative approaches to resolve issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-2/GS-11).
