About the Position: The position serves as the Chief Information Assurance Officer (IAO) and IT Acquisitions Manager for the Center for Army Analysis (CAA) in Fort Belvoir, VA. Develops and enforces policies and standards for information technology and Information Assurance within the agency.

Duties

Determines the strategies for the acquisition, integration, and utilization of new technology. Identifies where and how technology can systematically support the office automation, communications and analysis processes of the agency and ensures the agency gets the most out of all technological investments. Plans, develops, implements and enforces the agency's IA program. Serves as the primary contact point with the IT vendors. Exercises first line supervisory responsibilities to work operations and to guide and control work of subordinate employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Requires pre-employment financial disclosure (Financial Disclosure Statement OGE Form 450) and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

Specialized Experience: : In order to qualify for this position your resume must describe one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes: 1) oversee information systems contracts through acquisition, maintenance, and support as a project manager, COR or COTR; 2) exercise responsibilities as a supervisor maintaining work operations of a national IT program while guiding subordinate employees; and 3) responsible for the development and management of complex AIS (i.e., computers, ancillary equipment, software, telecommunications and other related services) acquisition projects. AND Applicants must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
